Governance and legal-design practitioner with 12 years’ leadership in Victorian public education and a current Juris Doctor at ANU (2026–2028). Founder of GlassCase™ and Law & Learning, producing open-access tools and parliamentary submissions on FOI, administrative process, record integrity and public-sector accountability. Background combines statutory compliance, governance systems and evidence design at scale — building toward work where institutional design, transparency obligations and individual rights converge.

Evidence & learning impact

  • Cohort effect sizes d = 0.80–1.65 across four consecutive cohorts (PAT-M, PAT-R, DIBELS).
  • Student perception ratings at the 97th percentile nationally (PIVOT, 2022).
  • NAPLAN: reduced Grade 5 Reading bottom-two bands 44% → 20%; lifted Writing high-growth 15% → 30% (2017–2019).

Systems & compliance

  • Elected Health & Safety Representative; led OHS compliance under the Occupational Health and Safety Act 2004 (Vic) and the Disability Standards for Education 2005 (Cth).
  • Scaled a 1:1 device program from ~90 to 580+ students with full procurement and audit documentation.
  • Attendance: cut average absences 22 → 18 days, unexplained absences 14 → 6 (2017–2018).
